The Online Catalog allows searching and browsing of information about the Florida State Archives’ holdings of over 48,000 cubic feet of state and local government records and historical manuscripts. The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. In 1993, the Departments of Environmental Regulation and Natural Resources merged to create the Department of Environmental Protection (Chapter Law 93-213). The organizing statute called for the agency to implement an ecosystem management approach. This program required organizational and program changes in how the agency conducted business. Pam McVety became the Executive Coordinator for Ecosystem Management. Involved in developing this new approach were the directors of Greenways and Trails, Office of Ecosystem Management, Intergovernmental Planning and Coordination, Office of Water Policy, and Environmental Education.
This new program offered environmental managers a more concise and efficient approach by allowing the departments to work more closely together in providing environmental protection. Agency staff, along with universities, citizens, landowners, environmentalists, and other agencies at the federal, state, and local levels developed the model for the department's approach. Committees of these groups created hundreds of recommendations which were combined into a work plan consisting of three main goals: better protection of Florida's environment; development of an environmental ethic and sustainable lifestyle among Floridians; and a sustainable, healthy environment and economy.
These goals were to be met through four basic approaches, or "The Four Cornerstones of Ecosystem Management," which were: place-based management; cultural change; common sense regulation; and improved foundations for Ecosystem Management. This allowed the private and public sectors to work together to develop plans for protection of natural systems. Just before the Ecosystem Management program was fully implemented, the program was discontinued under the new administration of Governor Jeb Bush in 1999. Although the office of ecosystem projects remained, the focus of this office was directed towards Governor Bush's plan for the restoration of the Everglades.
Pamela P. McVety was born in Sarasota, Florida in 1948. She earned her Masters in Biology from the University of South Florida in 1973. She taught biology in Tampa and Microbiology at Saint Petersburg Community College until 1974. In 1974, she began working for the Florida Department of Environmental Regulation and in 1977, she was promoted to Executive Assistant to the Secretary of the Department of Environmental Regulation. In 1988, she became the Director of the Division of Marine Resources for the Department of Natural Resources (DNR). In 1992, she became Chief of the Office of Policy and Planning. During this time, planning for the Ecosystem Management Program began. McVety worked on the merger of DNR with the Department of Environmental Protection (DEP) in 1993, which included planning for the ecosystem management program as part of the reorganization. Once DEP was established, McVety was named Executive Coordinator for Ecosystem Management and directed the program until it was abolished in 1999.
Summary:
This series contains reports, speeches, correspondence, meeting notes, and educational materials which document the Department's Ecosystem Management Program. The records document various stages of the program's development from planning to implementation. Included in this series is a list of unfinished tasks, which document the tasks in the Ecosystem Management Action plan that the agency was not able to implement.. The collection also contains letters, newspaper articles, and other materials that document the opinions of staff during the controversy that existed when the DER and DNR merged into the Department of Environmental Protection in 1993.
