Charles W. Downing, Jr. served as the third Secretary of State for the Florida Territorial government from July 23, 1849 to June 30, 1853. During that time, Territorial Florida had a simple governmental structure. The Governor, a three-year appointee of the President, had to operate with a minimum of federal funding. The Territorial Council, elected by the people, could only borrow money, issue licenses, and organize a state militia. In 1838, Downing initiated a political protest that forced the establishment of a more representative bi-cameral legislature. However, this reform was offset by the isolation of most homesteads and their lack of political participation. In 1840, Downing introduced House Bill 466 to end the Seminole War.
Cary Augustus Hardee served as the twenty-third governor of Florida (January 4, 1921-January 6, 1925). Hardee's administration oversaw reapportionment of the Florida Legislature, the amendment of the state constitution to prohibit income taxes and inheritance taxes, and the abolition of "convict leasing" to private corporations and individuals. The Rosewood massacre took place during his term, and on January 29, 1923, Governor Hardee ordered that a special grand jury investigate "certain high crimes that have been committed by unidentified parties or persons" at Rosewood.
