The Division of Library and Information Services in the Florida Department of State provides library, records management, and archival services at the state and local level. The Division provides direct library services to state government; develops library services statewide; and provides archival and records management services, technical assistance, education, financial aid, and cooperative services. Working in partnership with archivists, librarians, records managers, governmental officials, and citizens, the Division seeks to assure access to materials and information of past, present, and future value to enable local libraries and agencies to provide effective information services for the benefit of the people of Florida. Chief Officers of State Library Agencies (COSLA) was an independent organization of these officers, founded to identify and address issues of common concern and national interest; to further state library agency relationships with federal government and national organizations; and to initiate cooperative action for the improvement of library services. It was governed by a Board of Directors, and met four times a year. The major meetings were held in the spring and fall, while a working session was scheduled in conjunction with the mid-winter and annual conferences of the American Library Association. Its membership was limited to 50 members, one for each state.
Barratt Wilkins began with the Division in 1973 as Assistant State Librarian of Florida. Four years later, Wilkins became Florida's State Librarian as well as the Division's director. Between June and October 1987, Wilkins also served as Acting Secretary of State. Barratt retired on 6 Jaunary 2003. As the state's top library officer, Wilkins' was a member of COSLA from 1977 until 2003. He was COSLA's president from 1990 to 1992.

This series documents State Librarian Barratt Wilkins' membership and activities with the Chief Officers of State Library Agencies (COSLA). Records include meeting minutes, correspondence, financial statements, agendas, legislation drafts, committee reports, and surveys. Also includes information on federal library legislation such as the Library Services and Construction Act (LSCA), state library budgets and salaries, library automation and networking, the American Library Association (ALA), and cooperations with the U.S. Department of Education. In addition, the series documents the functions and activities of COSLA, includings its meetings, budgets, committees, surveys, and memberships.
