The State Veterinarian was the executive secretary of the State Livestock Sanitary Board. Created in 1923, the Board regulated the import and export of meat and livestock, inspected meat sellers, and controlled animal diseases such as cattle tick fever, hog cholera, and tuberculosis. They also chose the State Veterinarian, who sat in on the Board's meetings, hired employees such as range riders, investigators and veterinarians, approved disbursements, and handled public relations. The Board's name was changed in 1953 to the Florida Livestock Board. In 1961, the Board was abolished and its duties were transferred to the Dept. of Agriculture's Division of Animal Industry.
The state's first state veterinarian was Dr. Charles Dawson, working under the State Board of Health's Veterinarian Dept. from 1903 to 1917. When that department was disbanded, it was replaced by the first Florida Live Stock Sanitary Board created in 1917, which also hired a state veterinarian. That Board was abolished in 1923, and replaced with a new State Livestock and Sanitary Board. They hired Jean Knapp as their first state veterinarian.
C.L. Campbell was born September 24, 1921 in Indianapolis, Indiana. After receiving his veterinary medicine degree from Ohio State University in 1945, he joined the Florida Livestock Sanitary Board as a field veterinarian. Beginning in 1948, Campbell served as the assistant under state veterinarian Jean Knapp until 1952. That year following Knapp's death, Campbell became the state veterinarian. He remained in that position under the Board until 1961, when the Florida Dept. of Agriculture assumed the State Livestock Board's duties. Campbell continued to serve as state veterinarian with the Dept. of Agriculture's Division of Animal Industry through the late 1980s.

This series contains the correspondence of state veterinarian C.L. Campbell, documenting the duties of the position and of the Florida Livestock Board. The series includes information on Florida ranching, veterinarian practices, livestock disease control, and the cattle industry. Much of the series deals with the Board's efforts to eradicate brucellosis, a parasitic disease affecting cattle reproductive systems. Other disease eradication efforts included screw worm and tick infestation, mastitis, and tuberculosis. Also included in the series are the Livestock Board's minutes as well as monthly and annual reports. The correspondence is incomplete, though. Missing are the years 1952-1955 and 1958-1960.
