Biographical/Historical:       Called for by the 1974 Legislature, the State Comprehensive Plan (SCP) is a document that provides guidance in the preparation of all planning documents, and related planning activities undertaken by the state's executive agencies. It was also used to evaluate the activities of, and coordinate between, the executive agencies.

    Governor Askew submitted the SCP to the Legislature on February 9, 1978. The Department of Agriculture and Consumer Services submitted their section of the plan (pp. 11-20 in the final draft) in 1977 to the Legislature for review and action. In the section, the Department identified six major problem areas (water, land, government, energy, marketing and labor), and set goals and policies to solve these problems. This was accomplished with a committee (the Agricultural Element Policy Advisory Committee), which was divided into six task forces to tackle each problem area. The 75 members that comprised the task forces and committee were selected by the Commissioner's Office. A series of questionnaires were given to the committee members to identify the state's major problems, and offer solutions.

Summary: This series contains the records for the Agricultural Element Advisory Committee and its six task forces. Included are four sets of completed questionnaires,  report drafts, minutes of various public and internal meetings, related correspondence, and the final draft of the State Comprehensive Plan. The records document the major goals of the Department, and the methods to deciding on those goals, as well as the writing of the Agricultural Element of the State Comprehensive Plan. In addition, the questionnaires provide insight into how some of the state's agricutlural farmers and business leaders felt about the role of the Department and the status of the agricultural trade.
