Biographical/Historical:     The Supplemental Reconstruction Act of March 23, 1867 was passed by Congress, directing the Federal military commanders in the South to take the initiative and to launch the necessary proceedings as to the registration of voters, election of delegates, assembling of conventions and adoptions of state constitutions.  The South was organized into five military districts with John Pope in Atlanta appointed general over Georgia, Alabama and Florida.  Ossian B. Hart of Jacksonville was appointed Superintendent of Registration for Florida in June 13, 1867.  It was his job to appoint boards of registration from each county in order to register qualified voters. Counties were encouraged to recommend an African-American citizen among the selected registers for the board of registration.

Summary:     The series contains the correspondence of Superintendent of Registration Ossian B. Hart in 1867.  The records consist of letters received by Hart while establishing Boards of Registration to register qualified voters throughout Florida.  Also included are instructions from the military district headquarters in Atlanta and lists of county supervisors of elections.
