Summary:     This series contains the reorganization files of Deputy Secretary of State James W. Apthorp for 1969.  The files reflect the reorganization of state government in 1969, which was initiated by the 1968 State Constitution.  At this time, Jim Apthorp was the Deputy Secretary of State under Tom Adams.  The records document reorganization in the cabinet, in education, and in other state offices.  The materials include correspondence, memoranda, proposed legislation, and reports.
