Biographical/Historical:     The Board of Commissioners of State Institutions was created in 1868 (Article V, Section 20, 1868 Constitution) and consisted of the Governor, Secretary of State, Attorney General, Comptroller, Treasurer, Superintendent of Public Instruction, Commissioner of Agriculture (General Commissioner of Lands and Immigration prior to 1885) and, until 1885, the Adjutant General. The Board controlled state hospitals, correctional institutions, the construction of public buildings, the ownership of Seminole Indian reservation lands, the Governor's Mansion Commission, and the buildings in the Capitol Center Complex (except the Capitol). The Board maintained prison workshops and alcoholic rehabilitation centers; licensed airports; insured public buildings under its control; and held title to every patent, copyright or trademark owned by the state. The Board was abolished in 1969 with its functions passing to various departments of the reorganized Executive Department (Ch. 69-106, Laws).

Summary:     This series contains various records related to the mission of the Board, primarily correspondence concerning the acquisition of property and/or the construction and operation of the physical plants of state buildings or institutions. Also included are plat maps, surveyor's drawings, legal documents, contracts and other records that document the use of state-owned land and structures administered by the Board.

    Of interest within this series are materials related to properties managed by the Division of Youth Services, including Sunland Hospital and the Florida School for Boys campuses in Marianna (Dozier) and Okeechobee. The records, in Boxes 11 and 12, include general correspondence and administrative files, agreements, leases, audits and building programs.

Associated Materials: Series S 95, State Institution Blueprints, also contains building records for various properties under the administration of the Board of Commissioners of State Institutions, primarily blueprints relating to the design, construction, repair and alteration of various buildings.
