The Division of Building Construction and Maintenance was established in 1969 as part of the Dept. of General Services. Its duties were to administer planning and supervision of all state construction, to supervise maintenance of all State-owned buildings, to supervise the leasing of real property by state departments, and to administer a facilities management program. The Division was renamed the Division of Building Construction and Property Management in 1975. In 1985, it was divided into the Division of Building Construction and the Division of Facilities Management. A plan for the systematic development of the Florida Capitol Center was approved by the Cabinet on September 16, 1969. The design was prepared by Edward Durell Stone & Associates of New York in cooperation with Reynolds, Smith and Hills of Jacksonville. Stone and his associates envisioned the development to take place over four phases. Phase I was the construction of legislative offices on the north and south sides of the Capitol. Phase II was the executive tower to the west of the Old Capitol and a north-south structure connecting the two legislative office buildings and tying in the executive tower. Phase III would see the restoration of the 1845 Capitol, and Phase IV would embrace two office buildings housing executive department offices adjacent to the legislative buildings.

This series consists of a microfilm copy of the specifications and contract documents for Phase II of the Capitol Center Complex. The plans were prepared by consulting architects, Reynolds, Smith, and Hills, for the Division of Building Construction and Maintenance, Dept. of General Services, in 1974. Reel 2 duplicates much of the material on Reel 1 but also contains additional material not found on Reel 1, including several addenda.

Reel 1 was presented to the Governor in 1975 by F.W. Dodge Division of McGraw-Hill Information Systems, producers of the film. The Governor then presented it to the Florida State Archives. Reel 2 was given directly to the Archives by J. Rae Brown, an employeed of F.W. Dodge Division. |
