As part of the Governmental Reorganization Act of 1969, the Florida Legislature established the Department of Administration (DOA) with three Divisions: Planning and Budgeting, Personnel and Retirement, and Management Improvement (Chapter 69-106, Laws). The DOA was responsible for handling the state's fiscal affairs. The Division of State Planning (DSP) was established in 1972 when the Florida State Comprehensive Planning Act split the Division of Planning and Budgeting into two agencies under the DOA (Chapter 72-295, Laws).
The DSP prepared and revised the state's comprehensive plan regularly; assisted in preparing the annual executive budget and legislative program of the Governor; coordinated planning at the federal, state, and local government levels and between Florida and other states; and served as the state planning and development clearinghouse. In 1979, the Department of Administration's comprehensive planning responsibilities transferred to the Governor's Office (Chapter 79-190, Laws).

This series contains a variety of administrative records that document the daily operations of the Division of State Planning and its predecessor agencies the Bureau of Planning and the Division of Planning and Budgeting. The records also document relations between the Division and its bureaus and other state and local planning agencies. The Division's bureaus include Comprehensive Planning, Land and Water Management, Intergovernmental Relations, Highway Safety, and Criminal Justice Planning and Assistance. The types of records include acts of the legislature that relate to comprehensive planning or other responsibilities of the DSP and its bureaus; agendas and minutes of various interdepartmental committees and councils; legislative and operating budgets as well as appropriation files; and correspondence and newspaper clippings about the Division's projects and areas of responsibility. This series also includes working files maintained by the division director and several staff members.
