Biographical/Historical:     The Florida Legislature created the Division of State Planning, within the Department of Administration, in 1972 (Chapter 72-295, Laws of Florida). The Division prepared and revised the state comprehensive plan regularly; assisted in preparing the annual executive budget and legislative program of the Governor; coordinated planning at the federal, state, and local government levels and between Florida and other states; and served as the state planning and development clearinghouse. The Division became part of the Governor's Office in 1979 (Ch. 79-190, Laws).

The Florida Power and Light Company (FPL) is the largest power utility company in Florida, headquartered in Juno Beach (Palm Beach County). Founded in 1925 from a conglomerate of electricity firms throughout Florida, FPL expanded rapidly. In 1965, the company announced the building of its first nuclear power plant at Turkey Point, completed in 1973. At the same time, FPL prepared for a second nuclear power plant in St. Lucie. The St. Lucie Nuclear Power Plant is a twin nuclear power station located on Hutchinson Island. Construction began in 1970 and FPL commissioned the station in 1983.

Summary:     The series consists of a safety analysis report, emergency plan, and applications for operating licenses that the Florida Power and Light Company submitted to the Division of State Planning regarding the safety and operation of its St. Lucie Power Plant. The Final Safety Analysis Report describes the plant's construction and safety measures such as design criteria, auxiliary features, cooling systems, and waste management. The Emergency Plan outlines the plant's emergency operation procedures, including communications, evacuation, and equipment. The series also includes the collective applications for licenses relating to the site's construction and operation.
