Biographical/Historical:     Lawton Mainor Chiles, the forty-first Governor of Florida, began his gubernatorial term in 1991 after defeating incumbent Governor Bob Martinez.  Chiles served in the State House (1959-1966) and Senate (1966-1970).  Prior to being elected Governor, he had served in the United State Senate from 1970 to 1989.  Chiles died in December 1998, shortly before completing his second term as Governor.
    Following the November 1990 election of Lawton Chiles to his first term as Governor, the General Government Transition Task Force was established to conduct a transition study of the Departments of Administration, Labor, Business Regulation, Professional Regulation, Military, Citrus, and the Lottery.  The Task Force analyzed the organization and operations of these departments in relation to their mission; the major issues facing the departments; and their ability to downsize or eliminate unneeded or duplicative programs without impairing their essential services.  Conducting much of its work through subcommittees for each department studied, the Task Force interviewed department heads and met with the Auditor General, the Executive Director of the Department of Revenue, the Executive Director of the Taxation and Budget Reform Commission, staff of the Office of Planning and Budgeting, and staff of the House of Representatives General Government Committee.
Summary:     This series consists of a copy of a draft "Base-Line Report for Governor Elect Lawton Chiles [and] Lieutenant Governor Elect Buddy MacKay" (January 7, 1991), prepared by the General Government Transition Task Force and sent to the Director of Planning and Budgeting for his review and comment at the request of Chiles and MacKay.  The draft report includes organizational charts for the departments studied and provides a summary of major issues and concerns for each department and recommendations or options to begin addressing those concerns.
    The report also provides general recommendations including continuation of the work of the Task Force and expanding its study to include cabinet agencies and commissions, and creation of an "Efficiency Team" within the Governor's Office to conduct a comprehensive review of all state government agencies.
