Biographical/Historical:     Faced with economic recession in the early 1990s, the State Legislature undertook a number of initiatives to reduce the size and cost of government, including implementation of reforms to the Career Service System (CSS).  The Legislature's major goals were to eliminate cumbersome rules and procedures, increase agency managers' flexibility, and establish broad-based job classes.  Under provisions of the Career Service Reform Act (Chapter 91-431, Laws of Florida), the Dept. of Management Services developed new personnel rules to implement CSS reform.  DMS promulgated these new rules in 1994, making it easier to hire and terminate Career Service employees and providing agency managers increased flexibility to award salary increases to high performing employees, but broad-based job classes were not established.
Summary:     This series documents the review and analysis of Florida's Career Service System conducted to develop an improved, more efficient civil service system.  The series includes meeting agenda and background materials of the Civil Service Reform Review Committee, a public-private committee including personnel administrators and other officials of state agencies as well as private corporations; reports, studies, and analyses of the current Career Service System in Florida and comparisons with other civil service and private sector employment systems; and proposed legislation and rule changes to implement civil service reform.
