The Productivity Advisory Group was established by Chapter 91-157, Laws of Florida (SB 2302, 1991) to oversee state agency efforts to increase productivity and to report on those efforts. The Group was authorized to collect baseline data to measure increases in productivity resulting from pilot productivity projects; to consult with department heads of agencies implementing pilot projects and to monitor their progress; and to report to the Governor and Cabinet and to the Legislature regarding progress made toward increased productivity. The Group was continued in 1992 (92-279) and again in 1993 (93-185). The Group's membership varied year by year but generally included members appointed by the Governor, President of the Senate, and Speaker of the House of Representatives, and representatives of the Commission on Government Accountability, the American Federation of State, County, and Municipal Employees, and Florida Tax Watch, Inc. Chapter 91-157 also granted extraordinary personnel and budgeting flexibility to two state agencies -- the Division of Workers' Compensation within the Dept. of Labor and Employment Security, and the Dept. of Revenue -- to implement pilot projects to increase productivity and permit the assessment of concepts of increased managerial authority. The results of these projects, such as alternative personnel compensation and classification plans, were to be examined by the Legislature and Governor for possible consideration in developing future Career Service reform initiatives.
The Productivity Enhancement Task Force was established as part of Governor Chiles' 1991 Productivity Enhancement Initiative to "rightsize" state government and increase employee productivity. In the budget crisis brought on by economic recession, over 2,900 state government positions were eliminated, resulting in savings of about $101.8 million. At the Governor's urging, the Legislature made $31.8 million of those savings available to state agencies as productivity enhancement funds to supplement agency productivity efforts such as bonuses and salary increases for deserving employees, training, and improvements to agency work environments. Agencies applying for such funds were required to submit detailed productivity enhancements plans to the Productivity Enhancement Task Force for evaluation. The Task Force was comprised of three members appointed by the Governor, three members appointed by the President of the Senate, and three members appointed by the Speaker of the House of Representatives.

This series documents efforts by the Governor and Legislature to develop, implement, and evaluate measures to streamline state government and increase employee productivity. The series reflects the activities of the Productivity Advisory Group and the Productivity Enhancement Task Force toward these ends and includes productivity enhancement plans, funding summaries, and evaluations; productivity-related legislation; funding recommendations and reports for the Innovations Incentive Program; reports to and by the Auditor General regarding agency productivity pilot projects; reports and data regarding productivity, "rightsizing," andposition reductions; and related records. The series also includes records regarding employee salaries and benefits and Career Service System reform issues, apparently gathered in relation to the flexibility pilot projects carried out under the auspices of the Productivity Advisory Group (Chapter 91-157, Laws of Florida).
