	Biographical/Historical:	The Tampa Bay Regional Planning Council (TBRPC) helped to develop and manage the Tampa Bay Area Transit Authority (TBART) with funds from a grant from the United States Dept. of Transportation-Urban Mass Transportation Administration (UMTA). The Tampa Bay Area Transit Authority, which was formed on June 23, 1972, agreed to supply professional and technical services and to select a qualified consultant to implement the grant. TBART was responsible for constructing, operating and maintaining rapid transit facilities located with Hillsborough, Manatee, Pasco, Pinellas, and Sarasota Counties. The UMTA grant (No. FL-O9-0010) was composed of three study programs: Mass Transit System Definition Study, Community Impact Study, and Financial Resources Study. Later UMTA grants addressed the Local Transit Integration Study (FL-09-0009) and the Elderly and Handicapped Transportation Needs Study (FL-09-0016) and (Fl-09-0044). The studies were completed in 1977 and incorporated into a long-range planning program. The final plan to long-range mass transit was referred to the individual metropolitan planning organizations for review and action. TBART's board of directors voted itself out of existence on September 30, 1977.
	Summary:	The collection consists of the Tampa Bay Area Transportation Authority files from 1971 to 1981 maintained by the Tampa Bay Regional Planning Council. The files contain information on the Community Impact Study, the Systems Definition Study, the Financial Resources Study, the Elderly and Handicapped Needs Study, and the Local Transit Integration Study. Documents included in the collection are correspondence, memoranda, financial studies, diagrams, minutes, audio tapes, negatives, slides, photographs, reports, meeting packets, budgets, and program guides.
