The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Summary:     The series consists of the Secretaries subject files from 1970 to 1978 maintained by the Office of the Secretary, Dept. of Health and Rehabilitative Services.  The Secretaries during this period were James A. Bax (1969-1971); Emmett S. Roberts (1971-1974, 1975, 1978-1979); Oliver J. Keller (1974-1975); and William J. Page, Jr. (1975-1978).  The records include correspondence, reports, minutes, policy materials, audits, budgets, and memoranda documenting the administrative duties of the Secretary in directing the Department.
