Summary:     This series contains the administrative files of Harmon Shields, Executive Director of the Dept. of Natural Resources, from 1973 to 1978.  The records include correspondence, memoranda, reports, and publications.  Topics include the conservation of Florida's natural resources, development of water resources, control of state lands, coastal zone management, fishery management, and environmental policy.  The series documents the interactions between the Executive Director and the Department's divisions; other state and federal agencies; and organizations and associations.
