Biographical/Historical:     The focus on health and a healthy citizenry was not new to the United States in the early 20th century but the desire for measurable outcomes came to a head in the 1930s and especially as the Second World War raged in Europe and in the Pacific. There were concerns about the fitness of men drafted into war. Because a healthy and fit citizenry was associated with political strength, various relevant organizations, especially the American Medical Association and the National Education Association saw the school as crucial to instilling healthy practices and fitness in the citizenry. These stakeholders revamped the school curriculum to capture health education, sports, physical fitness education, dance, recreation and nutrition among others. It also led to the creation of departments of physical education in colleges.

    When the Florida Legislature created the State Department of Education in 1939, it consisted of two divisions, the Division of Administration and Finance and the Division of Instruction, both of which served to promote coordination of functions and services within the state system of education. The Division of Instruction focused on educational standards for public schools and instructional support for teachers. It had dedicated sections to oversee various areas of education such as health and physical, industrial, agricultural, vocational, and home economics.

Summary:     This series contains the health and physical education files maintained by the Division of Instruction of the State Department of Education. It documents the development of health and physical education curriculums and programs in the Florida's elementary, secondary, and tertiary schools.  Included are workshop programs, bulletins on health education, handicapped programs, information on narcotics and alcohol, outdoor activities, exercise, dance, physical therapy, and related correspondence within and without Florida. The bulk of the material are the records of Joe Hall, the health consultant for the Division.
