The Florida Legislature created the Department of Education (DOE) in 1969 to carry out the policies and duties authorized by law or by the State Board of Education (Chapter 69-106, Laws of Florida). With its creation, the DOE assumed the responsibilities of the State Department of Education, established in 1939 (Ch. 19355, Laws), and its predecessor, the Department of Public Instruction (Ch. 1686, Laws). Since 1869, these agencies have supervised public education in Florida, from kindergarten to graduate-level. The Commissioner of Education, who is also the chief educational officer for the state, is the head of the department.
At the time of its creation, the State Department of Education consisted of two divisions, the Division of Administration and Finance and the Division of Instruction, both of which served to promote coordination of functions and services within the state system of education. The Division of Instruction focused on educational standards for public schools and instructional support for teachers. It had dedicated sections to oversee various areas of education such as health and physical, industrial, agricultural, vocational, and home economics.
Summary:
This series documents the activities of the Department of Education's Division of Instruction under the direction of Milton W. Carothers and W. T. Edwards. The series also includes the subject files of Mode L. Stone, who served the division as Curriculum Advisor under Carothers. The types of records include inter-office memorandums, correspondence with private citizens and education professionals throughout the state, meeting agendas and minutes, bulletins, and other related materials.
The records document the division's role in assessing and improving the student experience and in providing teachers with proper training and resources. Topics include guidance counseling programs, student transportation, discipline, recognizing propaganda, visual instruction, health and safety, wartime and post-war planning, and more.
