The Florida Legislature created the Department of Education (DOE) in 1969 to carry out the policies and duties authorized by law or by the State Board of Education (Chapter 69-106, Laws of Florida). With its creation, the DOE assumed the responsibilities of the State Department of Education, established in 1939 (Ch. 19355, Laws), and its predecessor, the Department of Public Instruction (Ch. 1686, Laws). Since 1869, these agencies have supervised public education in Florida, from kindergarten to graduate-level. The Commissioner of Education, who is also the chief educational officer for the state, is the head of the department.
At the time of its creation, the State Department of Education consisted of two divisions, the Division of Administration and Finance and the Division of Instruction, both of which served to promote coordination of functions and services within the state system of education. The Division of Administration and Finance focused on statewide educational operations, programs, funding, and regulations. Its functions and duties varied throughout the years, but primarily included Capital Outlay and Debt Service, Financial Accounting and Reports, Research and Law, School Plants, Surveys, and Transportation. In 1962, the division split into two separate entities within the department: the Division of Administration and the Division of Finance.
Summary:
This series documents the work of the Department of Education's Division of Administration and Finance. The types of records include inter-office memorandums, correspondence with county superintendents, meeting agendas and minutes, county maps, school plant surveys, and county financial and transportation reports. The records document the formation of the Southern States Work-Conference in 1940, the implementation of federal education laws and regulations at the county level, the administration of the Capital Outlay and Debt Service Program, the allocation of state and local funds for school operations, and more relating to the administration and funding of Florida's schools. The series also includes some materials created and maintained after the split into two sections: the Division of Administration and the Division of Finance.
